Sounds like a bug with H323 Call Preserve in that IOS.

We are running ios 15.1.3 T2 and when I enable call preserve MOH is invoking a MTP. We have to select Use MTP on the UCM to keep the call from dropping when transitioning from the call from HOLD. I believe MTP should not be required and are not on other gateways that are not run the Call Preserve feature. Why would Call Preserve cause MTP to be invoked?
