[cisco-voip] Ringlist.xml behavior

I'm going to hazard a guess and say since they do http downloads of firmware they do the same for the ringlist and such and thus  no cache to be updated?

With 79xx phones a tftp service redtart was needed to update the lists on the phones.

Apparently this is not the case for 99x1 phones.  Upload the file and the phone sees the new rings.  No tftp restart and no phone reset.

Is this expected behavior?
