Which 79xx?

3rd gen (TNP) phones should be able to do runtime TFTP downloads.  This is why "apply config" button was created.
4th gen phones inherited behavior from 3rd gen phones.

2nd gen phones only TFTP at initialization.

Apparently this is not the case for 99x1 phones.  Upload the file and the phone sees the new rings.  No tftp restart and no phone reset.
