[cisco-voip] strange qsig issue with Siemens

Gateway protocol is mgcp.

Topology is:

Inbound PRI -> Siemens PBX -> QSIG -> Cisco 3945 - > CUCM (routing logic) -> Cisco 3945 -> Outbound PRI
Call come in PRI trunk group.
Siemens routes extension over qsig trunk group
Cisco matches the extension.
Forwards to cell # (915555551234 for example)
Delay of 10 seconds then connect.


It has to stay this way until our migration reaches critical mass and we move all of the inbound PRIs.

What we’re experiencing :

When a Cisco user forwards their desk phone to their cell, an inbound call takes 10 to 12 seconds to connect to their cell.  Internal calls from Cisco experience no delay, only calls from the Siemens system or inbound PSTN calls.

There is no delay dialing a Siemens extension from Cisco or Cisco from Siemens.

I’m researching timer issues currently but any ideas would be great.
