[cisco-voip] conference resources on 3945 not registering

Just make sure your Conference Bridge in CM is configured as an Enhanced
Conference Bridge and bounce SCCP on the gateway.
Here's a trancoding config i did today, should be exactly the same
sccp local BVI30
sccp ccm 10.1.20.21 identifier 2 version 7.0
sccp ccm 10.1.10.21 identifier 1 version 7.0
sccp
