[cisco-voip] MGCP Voice Gateway Issues

All the above, and also try to tftp a config file from the server to
the gateway/router and see if that completes fine.

Might need to try to restart the tftp service on the call manager,
double check the gateway is going to the right tftp server also.
I've seen 2-3 times where mgcp on router was stuck in a state and
would fail tftp's and kicking mgcp (no mgcp/mgcp) fixed it to and I've
had to restart ccm process once on server to sort out mgcp funkiness
on server side on some older versions.
