Many times this is sloppy dial peers - you may be matching a different
dial peer on the CUBE, and one doesn't have dtmf rtp-nte enabled.

Also - certain numbers on the PSTN will negotiate different ways,
which can create different scenarios for DTMF interoperability.

There are also a few bugs on phones regarding DTMF.

Your best bet is a packet capture on CUBE and troubleshooting from
there, and making sure you have dtmf on all your dial peers.
