[cisco-voip] CIPC 8.6.1 with CM 8.6.2 Extension mobility service empty

Security by default, but non security clients will use the non-secure URL defined in the Services section.

I noticed this with CallManager 8.5 Corporate Directory and 7965s vs 7940s.

Are you doing secure EM or nonsecure? CIPC doesn't support secure EM.
