All those debugs really show is that you're receiving a RSIP (restart
in progress) from CUCM and it's tearing down the registration. What
you should be more interested in is why CUCM is sending a RSIP. It's
generally because the CUCM isn't receiving the keepalives. Check
debug mgcp packet and you should see the NTFY messages being sent. If
either CUCM isn't receiving those or the gateway doesn't receive the
200 OK's you have a problem. Or there's a cucm problem creating
RSIPs.
