[cisco-voip] Nat skynny,why overload if not configured?

I need to nat some skinny phone (I have no other option)
This is relevant configuration:
ip nat translation timeout 60
ip nat translation tcp-timeout 60
ip nat translation udp-timeout 60
ip nat pool Voce 172.21.3.10 172.21.3.254 netmask 255.255.255.0 type rotary
access-list 100 permit ip 192.168.202.0 0.0.0.255 172.20.10.0 0.0.0.255
access-list 100 permit ip 10.0.0.0 0.0.0.255 172.20.10.0 0.0.0.255
ip nat inside source list 100 pool Voce
I have tried to leave "type rotary" and timeout,i cannot use "type match host" because I have two subnet to nat.
Sometimes I find two phones with the same natted ip even if the pool has several more available ip (about 200 avaiable ip).
Obviously I have issues in this case on phones.

Show ip nat translation during problem:

Why router make a nat overload???
