[cisco-voip] 7962 phone service won't go away.

I have a cisco 7962 connected to CM 7.1.5 cluster that I can NOT add or
delete the services that are on the phone.

I have restarted tomcat, and tftp

I have rebooted the phone

I have added services and deleted services.  applied and saved.

we have even deleted the phone and readded it, and the services are still
there....

What am I missing?
