[cisco-voip] Prefix is not applied to POTS dial peer

My international dial peer is simply:

dial-peer voice 4 pots
 description INTL-dialing
 destination-pattern 8011T
 port 0/1/1:23
 prefix 011

When I put in the string 8011543211234567, ISDN debug shows me 543211234567
being sent.  What would cause the prefix to be suppressed? There are no
manipulations occurring on the voip side.
