[cisco-voip] CUC upgrade to 8.6.2.21900-5 freezes?

Hi,

when upgrading a CUC installation (currently on 8.6.2.20000-2) to
the latest SU using the 8.6.2.21900-5 UCOS ISO, the upgrade freezes
around the post-upgrade installation of custom RPMs. According to
capture.txt, the culprit is the locale installer:

Rebooting the platform and trying the upgrade another time leads to the
exact same stall, which then persists forever. It essentially hangs in
"rpm -i" as also seen from "show process list":

Anyone seen this? Any workaround?
