[cisco-voip] CUCM 8.6 licenses disappear on reboot

Because Ihad 7.1(5) on unsupported hardware; so, I had to do a bridge
upgrade to 8.6, install clean 8.6 on VMware, and restore the backup.
Cisco does not let you download install media (however, there are methods
to make it, install media)...
