[cisco-voip] PRI channels not available

I took out the channel-group 0 and configured the pri-group, thinking maybe I needed to add the pri-group before the channe-group. The pri-group went in fine. Then when I tried to add the channel-group I got...

Is there some sort of per-port or per-card limit on the number of channel-groups you can have on a 2400IAD, or on the WIC? I thought it allowed at least 2 per port. There is another t1 port on this card that also has a channel-group configured, but I haven't been touching that and thought it didn't matter. The config for both ports on the card is actually --

  But it won't let me enter the pri-group definition under the controller. Whenever I try it says no resources are available.

  I have done this before. Why would it not be allowing me to create the pri-group now?
