Bingo Divin!
I had SRST running on this router earlier, but had upgraded the software since then. It must have renewed the SRST RTU/EULA flag.
Thanks for this. Great information for the archives.

I was going to look at firmware versions next, but I was pretty sure I was using the latest available for each phone. Here's some more details:
vgw-annu-a#show call-manager-fallback
CONFIG (Version=8.6)
=====================
Version 8.6
Max phoneload sccp version 17
Max dspfarm sccp version 18
For on-line documentation please see:

Model SRST Version On CUCM/phone
Cisco ATA-187 cmterm-ata187.9-0-3-0 APP187.9-0-3-0
Cisco Unified IP Phone 7912 CP7912080004SCCP080108A CP7912080004SCCP080108A
Cisco Unified IP Phone 7960G P00308010200 P00308010200

OK, so it's not firmware load then.
I'm going to do a line by line comparison with a working SRST version, but I was pretty sure I had everything.

I'm trying to setup a quick SRST config to test some new ACLs but I'm having problems getting the phones to register with the SRST router.
The errors I am seeing are:
Jun 5 2012 12:12:52.795: %IPPHONE-6-REG_ALARM: Name=SEP000F24AAA1D5 Load=CP7912080004SCCP080108A Last=Phone-Reg-Rej
Jun 5 2012 12:14:01.023: %IPPHONE-6-REG_ALARM: 24: Name=SEP000F24C6A034 Load=8.1(2.0) Last=Phone-Reg-Rej
I'm testing with a 7960 and 7912 and ATA187.
The SRST config is pretty simple as far as I know:
!
application
global
service alternate Default

!
call-manager-fallback
secondary-dialtone 9
max-conferences 4 gain -6
transfer-system full-consult

max-dn 20 dual-line preference 5
system message primary Backup Phone System Active
keepalive 60
mwi relay
moh 3beeps.wav

!
Anyone got any ideas?
