Start by making sure your regions and locations allow for video streams. Locations could limit the number of video calls (to 0) and regions could affect the codecs that that might be negotiated.

Dear all,
I have CUCM 8.6.2 and ISDN GW 3241.
3 codecs: C60 and 2 x MX20 are registred to CUCM.
CUCM is registred with 3241 over H323.
Incomming and Outgoing Audio calls works ... but no Video.
From what I see on 3241 gw information problem is that CUCM don't send it's capabilities to GW (video):
