[cisco-voip] 9.2.1 SCCP load codec issue

Another strange finding...

I upgraded a couple of 7965 phones to 9.2.1 SCCP load and it was forcing
g722 causing a codec mismatch with any other phone dialed.

How do I get the code to comply with my region settings?  Is there a
setting I'm overlooking?  g722 advertisement is disabled on the phones.
