I must be hitting a bug as the link is not working for 6941 users on 8.5.1.13900-5. You are right the link is localized. 
Too bad that we cannot replace the default files, I was kind of hoping to be able to fix this myself...

The User Guides for phones are updated with each UCM version.  I do believe they are localized and no, you cannot replace them with customized files.
