[cisco-voip] 79xx vs. 99xx

Not only 802.3at, but 802.3at with LLDP Power negotiation.   This is NOT
LLDP-MED, it is an extension on LLDP-MED.

Trust me, I'm Labbing the VXC-2000's right now with non-cisco switches.
 Took a while to figure out that not everyone has the "Full" spec
implemented.
