I think I found it...
*CSCtd62615 Bug Details *
   *Marker bit is not set in the RTP packet w/ an RFC2833 DTMF event * *
Symptom:*
DTMF not working with CUC 7.0.3.

*Conditions**:*
>From the sniffer trace it can be seen we are not setting the the Marker bit.

*Workaround:*
N/A

Fixed in 7.0(4)
