[cisco-voip] jabber and variable lenght dial rule

I need to deploy a dial rule for my jabber users.
In italy i have
Mobile number begin with 3 plus 9 or 10 digits
Standard number begin with 0 plus variable lenght number
Special number begin with 8 plus variable lenght number
International number begin with + or 00

How can I set the appication in CUCM dial rule to automatically add the leading 0 before the number?
the problem is that the CUCM under "Number of Digits" does not allow me to say "more than"...
