[cisco-voip] Very odd call routing issue.

debug isdn q931 would be more interesting, though the circuit protocol (nor
IP) were stated.
My first guess is the called party type (International, national, etc).
Default is for callmanager to choose.
Check the difference in messaging between working and not working.
