It does, I have plenty on 9.1 already.  Granted it's supported in that they work, not that TAC will do anything for you if a problem is isolated to be in those models. That however has been the same for a while, including 8.6, so I'm not sure what documentation you've been reading but it's quite wrong. If you are a partner or in CUG his has been addressed in a couple of different briefings about 9.1.

I thought 9.1 supported 7940/60 phones?

We've proposed "drive to 9.x" to many customers recently and the biggest argument against this that we've hit was that most of our clients are running 79x0 phones which will not be supported, all of these clients budgeted for the upgrade, UCS and professional services but not the phones, even with incentives from Cisco this has been a giant hurdle. Most have decided to stop at 8.6 and will budget for phones next year.
