I just ran into this issue over the weekend. It was on my list to look into, but you just saved me the work.
+1 for Mr. Humphries.
-1 for UCXN BE6K

Subject: [cisco-voip] Unity Connection 9.1 - Unable to add more than 8 ports to VM server.
Thought I would pass this on to save some others time.
Unable to add more than 8 ports on Cxn with 1 CPU and 4 GB RAM

In order to fix the issue you need to install ES 9 for 9.1 on the unity connection server. You will have to contact TAC in order to have the file published.
Thanks,
.
