James, you should check out bugs CSCtl97969 and CSCtw46611, both related to NTP issues. We experienced both of these bugs when upgrading to 8.6.2.22900-9.

Our cucm cluster suddenly stopped syncing with our internal NTP servers recently for no apparent reason.
Our version is: 8.6.2.22900-9
I have been informed no work was carried out on the servers running the NTP service. Has anyone else come across a similar issue?
