Have the phones registered to another cluster before this one? If so check for ITL issues. The painful part about errors like the one you see in the status messages log is it doesn't say what TFTP server the error came from. You need to look at console logs or a packet capture to see what the phone is really doing.
If you enable auto-registration does that allow them to get registered?
