[cisco-voip] phone getting un register with temp fail message

We saw this a lot on our old CUCM 6.1(x) server.

The issue was resolved when they moved to new firmware 9.3.1SR1 during our transition to CUCM 8.6(4).

I would load the new device pack or maybe specific firmware for that model of phone and test one to see if it resolves the issue.
