[cisco-voip] ATA187 DTMF to analog device

We have a security alert system connected as an analog phone off an ATA. When it calls out to the PSTN, the called party needs to press a DTMF digit to acknowledge alarms. It looks like DTMF is not making it back to the endpoint.  I see a KPML subscribe from CUCM to the ATA but no corresponding SUBSCRIBE from the ATA to CUCM.  Can the ATA send DTMF to the analog endpoint?

I checked "Require DTMF Reception" and tried with "MTP Required" both checked and unchecked with no success.
