It isn't required to do IPsec VPN, but it speeds it up. 

The Cisco literature for the 2921 with the HSEC license says it can do
82Mbps on a single tunnel with IMIX and 30 on 64kByte packets. 

OOTH, the ISM-VPN-29 specs claim 220 and 700 Mbps in the Cisco 2921
for IMIX and 1400-byte packets).
