[cisco-voip] CER and Route Patterns per ELIN

I would say you're ok if you only have one Zone at that physical location,
if you have multiple zones for that location..... I don't know how you will
distinguish them to the psap without multiple ELINs. Just assuming
from your "Pile of Elins" statement.
