[cisco-voip] SIPC CIPC 8.6.3 not liking PLAR

I've setup Auto Registration Calling Search Space and did a  urgent Translation Pattern (blank) to 55-555 (PLAR)

But when I go offhook on CIPC(SIP) it doesn't do the PLAR.  I can manually dial 55-5555.

Any ideas on why the CIPC SIP phone isn't using the Translation Pattern?
