[cisco-voip] CUCM 8.5 DLU's

You still use DLU in 8.6 but buying PAKs of just DLUs is no more, you need
to purchase UCL or CUWL (which gives you a certain amount of DLUs)... once
you are on 8.5 moving forward you are offically off old school AllaCarte.
(9.x definitely does not have DLUs)
