The OVA just creates the VM with the correct settings, you need a bootable ISO.
It is possible to deploy an entire VM with an OVA and Cisco uses that method for some other products but not UC Apps.

Subject: [cisco-voip] Cisco CUPs virtulized OVA templates

HI all,
I am trying to install CUPs 8.5/8.6 using cisco OVA templates in ESXi 5.
This is first time I am doing so. I understood that we dont need an ISO if deploying an OVA template? is that correct.
I have tried many times and when it boots its just searches for an image on the network. I have changed the boot sequence to use Harddrive and also cdrom.
sounds like I am missing something Big time.

p.s. I have installed the ESXi inside vm workstation.
thanks
