[cisco-voip] Migration to CM 9/ELM

I did migrations to CUCM 9.0/9.1 before when the license process was automatic.  It has been fun to watch as the process has slowly been adjusted release by release.

I found this PowerPoint today and it covers most of the scenarios that we've heard discussed on this mailer, including getting enhanced licenses for sites using EM only.
