[cisco-voip] Bulk insert E164 DID

Hi there

Why not just insert dummy phones (use dummy macs) with bat. Delete the
phones after.

Curious, why have the dns without phones? Is it for pre provisioning?
Diversions? Or could these be translation patterns?
