CSCug76066  - Unable to disable "End User Access to Phone Background Image Setting"

On 9.2(3) firmware you can successfully block changing the background image, but on 9.3(1) this does not work.  It is fixed in 9.3(1)ES14.

I have the common phone profile option "Enable End User Access to Phone Background Image Setting" unchecked. With this option, I should not be able be to set the background image. The option should be greyed out on the phone menu.

This wasn't an issue with 9.2(3) with 7945s but with the later versions of the hardware require 9.3(1)sr1 or better.

Any other folks having this issue?
