[cisco-voip] UCCE Outbound , any way to block calls?

We have a requirement from a client on outbound contact centre(in agent
based campaign)  that agents should not be able to make any outbound calls
, not even between extension .

It was easy for blocking pstn calls but not aware on how to block the calls
between extension.... any thoughts much appreciated
