[cisco-voip] TAR File Decryption

I've written a utility to decrypt TAR backup sets generated by DRS.  Looking for a few people to test it out and provide feedback.

The primary goal is to be able to use DRS Message Fisher with backups from Unity 8.5 and later.  Tested a decrypted 8.6.2 backup and it opened as expected.  If you'd like to try it out and provide feedback, please let me know.
