[cisco-voip] 8945 not taking changes on 9.1.1a

This appears to be a problematic subscriber server. We built a new
subscriber and added to it to cluster, etc and everything is working fine.
 On the old one it would take 30-45 minutes for the change/deletion to
occur in the database but the phone did not change.
