[cisco-voip] Odd one-way/no audio issues with just one user

I've seen similar things if there is an IP conflict or some type of
mac-flapping. Duplicate IP addresses have been called many things.
Sometimes MTPs do odd things like this. Don't think those apply here.
Sometimes it's a race condition - maybe that user is really speedy with how
the call gets answered, and isn't a typical use case.
Alternatively, it could be a DSP issue. Certain DSP channels can go bad,
and if that particular user is the most-called at the site they may stay on
the low channels more often than other users.
Just because only one user is reporting it, doesn't mean they're the only
user. There was one problem where the problem was reported heavily, then it
went down, and only 1 or 2 users had problems. What happened is the other
users got frustrated with reporting and just stopped, but people thought
the problem had gotten better.
Just some ideas.
