[cisco-voip] Requested circuit/channel not available

If Telco engineer is due to visit tomorrow then please allow to test the outbound call from their pri test device.

If they are able to call outside then its confirmed bug.

If they are not then its Telco issue.

My kind suggestion please allow telco enginner to do this test first and result based on that take action.
