If you hand the calls off to a gateway, and trunk from the gateway to your nameconnector, the gateway should handle the call failure if the trunk is not available or setup times out. If you set up another lower preference dial peer you should be able to bounce the call off somewhere else, say, if you have a backup on-site operator role somewhere you can translate and send it over there.
