[cisco-voip] licensing turnaround time 8.6 to 10.5

I'm trying to remember the exact verbage, but at cisco Live they told
people to put 8.6 to 10 upgrade in the subject so it got routed to the team
Josh alluded to.  I also think there was an email address to send to, but I
can't remember for sure.

Just my 2 cents also.
