[cisco-voip] message count doesn't match - cxn 8.6

I know I've fixed this particular issue before but I can't seem to find
where I did it.

I have one mailbox in Connection 8.6 that shows 9 messages in the Admin
interface but at the user's phone it only tells us there are 8 saved
messages.

Any hints would be greatly appreciated.
