[cisco-voip] With UCT v9.1.2 configured phones take 4DLUs, but GLO distributes 1 enhanced user for every 6 unused DLUs

So, I was trying to figure out why the math wasn't working out when I did my estimates. 

It turns out, for configured (not necessarily registered) phones UCT v9.1.2 assigns only 4 DLUs. But when it comes to converting unused DLUs to users, they count 6. 

That's a 33% drop in available user licenses after a migration, compared to the DLU method. 

Any reason for this?
