Well I've used it, it definitely handles the licensing migration changes in 9x, and at various stages in the history it indicates stuff added to handle 9x and 10x. And the 9x upgrade guide says use COBRAs so I think you are pretty safe :)

I assume COBRAS has been tested with Connection 9x, but I don't see it listed here. Customer is going from Unity Unified Messaging 7.0 (with Exchange) to CXN 9.1(2)
