[cisco-voip] Cisco Paging Server

I've done a lot of these installs.  The OVA template doesn't have any
sizing options.  It builds out as 1vCPU, 80GB of storage, and 4GB of RAM.
 The free version only supports paging 50 phones at a time anyways and
multicast lightens the load a lot.
