[cisco-voip] Jabber 9.7 Softphone to CME 9.1 IOS 15.2 9971 no video

I can make calls Jabber sotphone/Jabber softphone with video fine.
I can make calls Jabber softphone  to same cluster CUCM 9971 with video fine.

When I make a call Jabbe Softphone call via CUCM SIP Trunk to CUBE to CME 9.1 15.2 I get no video.  Any ideas?  Is there a setting for RTCP on a sip trunk or in CME somewhere?  As I saw a similar issue on NetPro resolve that.
