[cisco-voip] recommended configuration for fax (MGCP PSTN Gateway, SCCP VG224)

Your T38 is still disabled. When you changed it in UCM, did you reset the
gateway? You need the line "no mgcp fax t38 inhibit" for T38 to be enabled
in MGCP.
